Mission and vision of the operating grant holder

"The members of the ENWHP work together towards the vision `healthy employees in healthy organisations`. They are committed to the mission of developing and promoting good workplace health practice, which in turn contributes to a high level of health protection and sustainable economic and social development in Europe"(Article 1). This vision is part of a broader vision at European policy level:

The EU Lisbon Agenda identifies the goal for this decade to develop the EU region `to become the most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion`. In this context workplace health promotion is part of the concept of quality in work with impacts on productivity, employment and social cohesion.

With its vision and mission, ENWHP contributes especially to the reduction of health inequalities, to the development of a European health information system and to improving important health determinants with impacts on all relevant settings in working and non-working life.

Strategic objectives and specific activities

According to its general mission and vision statement ENWHP seeks to achieve two core goals:
1. All ENWHP member countries should have access to supportive WHP infrastructures at national level.
2. To significantly increase the number of European employees who work in enterprises and other organisations committed to practices and policies for promoting health.

In order to pursue these goals ENWHP developed a strategy which is formed as a frame work with three strands:
1. National Networks for WHP
This strand focuses on the development of supportive infrastructures for the dissemination and implementation of the knowledge-base by facilitating the establishment of national platforms for WHP open to all interested stakeholders. The platforms provide an access point for all interested stakeholders and offer the opportunity to exchange information and address the needs of companies on workplace health. In this way ENWHP contributes to reducing the gap between action at European and national level, improve the access to good practice knowledge across Europe and shift workplace health higher on the various political agendas.
Stakeholders can be both institutional (governmental bodies, institutes for social security, social partner organisations, etc) and non-institutional , encompassing a broad range of stakeholders at enterprise level (owner, management, employees, occupational physicians, HR managers, etc)

2. WHP tools for companies
This strand focuses on providing information and tools for companies. For instance the development of auto-evaluation tools for companies, providing advise and stimulate new initiatives at company level across Europe. Also, the collection of good practices that promote and improve workplace health. The good practices are brought together in a toolbox that contains programmes, projects and instruments across a wider range of workplace health issues and settings. It can be accessed as a database on the website of the network.

3. WHP campaigns
This strand focuses on setting up campaigns to promote Workplace health by increasing the awareness of companies and the general public about the needs and benefits of workplace health promotion and by attracting companies to take part in the campaign and to convince them to set up WHP initiatives.

All three strands are continuously developed by the activities and initiatives of the ENWHP.

Expected outcomes

The proposed work programme has at its core the broad aim of fostering the ENWHP activities and to disseminate information among the target groups using all appropriate means of communication.

a)Objectives
General objectives:
- Increase the number of employees working in enterprises committed to practices and policies for promoting health.
- Provide the ENWHP member states with information, tools and supportive infrastructure enabling them to further develop a national network for WHP in their own country.
In order to achieve these general objectives three types of activities are defined which are presented in the chapters below.


1) Network consolidation
Specific objectives:
- Enlarge the network, give more visibility and increase the support of the stakeholders.
- Bring the network members together to discuss past and future activities.

Related activities:
- Coordination of the work programme
- Financial administration and reporting
- Organisation and documentation of two network meetings
- Follow up of other EU initiatives on WHP
- Attend other EU initiatives on WHP

Methods
The approach of the secretariat will be based on a close collaboration with the NCOs as well as on a regular consultation of the NCOs about their needs.
Furthermore, the approach will also include the monitoring of the activities of other organisations so that synergies can be created and exchange of experience can be broadened.
Network meetings will on the one hand allow the secretariat to communicate about the activities towards network members and other stakeholders and will on the other hand give the possibility to exchange knowledge about European and national activities and initiatives from other organisations.

- Implementation plan: work plan including responsabilities and time table
- Final report: activities and budget of the work programme documented at the end of 2012
- Agenda for two network meetings

- List with attented EU initiatives concerning WHP by ENWHP members

Indicators related to the specific objectives
- Enlarge the network, give more visibility and increase the support of the stakeholders.
o Number of NCO`s at the end of 2012; aim at 1 more (30 to 31)
o Average number of experts attending the round tables: 5
o Representation of ENWHP on other EU initiatives related to WHP
o Visits to the ENWHP website (log of the website)
- Bring the network members together to discuss past and future activities.
o Average percentage of NCO`s attending the network meetings: 70%


2) Capacity building
Specific objectives:
- Encourage and support activities initiated by its members by increasing their visibility across Europe.
- Set up three task forces within the network that each have a specific focus: a task force on dissemination/campaigning, an another one on education/training and a third one on research.
- Stimulate the exchange of experience between the members and promote cross-national collaboration

- Information and scientific input to all events
- Organisation and documentation of three round tables
- Determine the exact role and possible activities of the three task forces.
- List the expectations and possible contributions of NCO`s for 2012
- Keep track of the initiatives from NCO`s

Methods
The development of three task forces will allow the network and NCOs in particular to address specific topics such as campaigning/dissemination, research and education/training. These task forces will allow the network and especially the NCO`s to develop more in-depth activities and exchange experiences on these topics in order to respond to specific needs. Each of the task forces will be led by a NCO (task force leader).
The organisation of round table meetings in three member states will allow the NCO to build a national forum on workplace health promotion or strenghten an existing national network. By inviting experts to the round tables, ENWHP will make sure to stay informed about new insights and opportunities concerning WHP. (the choice of the three member states where the round tables will be eld, has to be decided by the partners)

Indicators related to the specific objectives
- Encourage and support activities initiated by its members by increasing their visibility across Europe.
o Discuss activities from members in the newsletter and on the website; dedicate 30% of each newsletter to WHP-related activities of the members.
- Set up three task forces within the network that each have a specific focus: a task force on dissemination/campaigning, an another one on education/training and a third one on research.
o Document describing the objective and related tasks of each of the task forces
- Stimulate the exchange of experience between the members and promote cross-national collaboration
o Presentations from NCO`s during network meetings
o Dissemination of expertise from the NCO`s through the newsletter and webiste

3) Communications and relations
Specific objectives
- Support and coordinate the network activities and provide the communication means to ensure a strong adhesion of the members and recognition of external stakeholders.
- Continue the dissemination and promotion of the instruments and tools developed in past campaigns. Examples of such instruments and tools are the ENWHP quality criteria for WHP programmes, good practices, evaluations tools.
- Develop the communication with the media at national and European level

Methods
By monitoring the activities of other organisations, ENWHP will be able to create synergies and exchange experiences.
Network and round table meetings will on the one hand allow the secretariat to communicate about the activities towards network members and other stakeholders and will on the other hand give the possibility to exchange knowledge about European and national activities and initiatives from other organisations.

Indicators related to the specific objectives
- Support and coordinate the network activities and provide the communication means to ensure a strong adhesion of the members and recognition of external stakeholders.
o Newsletter every two month, regular update website
o Presence at other events, presentations from NCO`s at events representing ENWHP
- Continue the dissemination and promotion of the instruments and tools developed in past campaigns. Examples of such instruments and tools are the ENWHP quality criteria for WHP programmes, good practices, evaluations tools.
o Existence of these tools mentioned in communication (newsletter, e-mailing towards stakeholders)
o Log file website that gives information on the interest in these tools
- Develop the communication with the media at national and European level
o press citations of the ENHPW; aim = 5 press citations

Target groups of the planned activities
The target groups are all stakeholders at European and national level interested in WHP. Particular attention will be given to "multipliers`, those organisations which can transfer the information to a specific group or to a lower level of activity (company or individual level): social partners organisations, professional associations, social security institutions, Human Resources Management consultants,...

Expected results of the planned activities
- Increased awareness of WHP among the various stakeholders
- Strengthened collaboration between members and improved transfer of knowledge and experience
- Increased number of companies showing interest for WHP and implementing WHP programmes.

There are no aspects in terms of medical ethics to be mentioned. Data confidentiality issues potentially do apply to the data collection for the development of stakeholder distribution lists or media representatives. It should be noted that only information available to the public will be used in this case and the storage of data will be held in secure conditions according to the European Commission Directive N° 95/46 on the protection of personal data.
