The EURORDIS Specific Grant Agreement 2016 continues the work of SGA 2015 within the overarching Framework Partnership Agreement 2015-2017. EURORDIS main strategic objectives are to consolidate the Rare Disease patient’s community and strengthen the rare disease patients’ voice; to actively engage rare disease patient representatives to contribute to the adoption, effective implementation and monitoring of relevant EU legislation/strategies and support their integration at national level; to build capacities and empower rare disease patients advocates, members and volunteers;to sustain human, financial and organisational resources. All activities within the SGA 2016 work to this effect.

The ‘European Network to reduce vulnerabilities in health’ was founded in 2015 with NGOs and academic partners from 19 European countries. Our goal is to contribute to decreased EU-wide health inequalities and to more responsive health systems that are better equipped to deal with vulnerability factors. By collecting robust, comparative routine data (quantitative and qualitative) we aim to improve the quality of service delivery and build a solid evidence base for advocacy for people facing vulnerabilities. If this application is successful, we expect to integrate five new member organisations into the Network. The creation of the Network has been welcomed by its members, who confirmed the relevance to their everyday work and the added value of exchanges in the four strategic objectives: mutual learning, empowerment, data collection and advocacy. In addition to the data collection, analysis of legal frameworks in different countries, workshops and training activities, in 2016, we will begin peer reviews to allow members to directly experience different modes of providing health and care services. The Network will continue the process of rigorous data collection and analysis with specific support being provided by the Network secretariat to the five members that expect to start collecting data for the first time in 2016. The Network invites academics to independently review the data and understand how vulnerabilities contribute to health inequalities. The Network also engages with European institutions and stakeholders. Given the unprecedented economic crisis and the unpredictable, fast-changing refugee situation, and the fact that our members are in the front line in responding to their humanitarian needs, the Network may need to re-prioritize its mutual learning goals in the coming months.

The Annual Work Programme for 2016 of EPHA is drawn from the multiannual work programme 2015-2017 and builds on successes to date. EPHA’s activities in 2016 will continue to contribute to all four objectives of the Third Health Programme. EPHA has formally reviewed our Strategic Plan 2011-2015. We undertook a thorough consultation process involving Board members, Staff and the EPHA membership, and an analysis of EPHA’s operating environment, strengths and weaknesses. The EPHA membership formally approved the new Strategic Plan 2016-2020 at the Annual General Assembly on 4th September 2015. The Work Programme for 2016 reflects the revised strategy to define a clearer selection of priorities. This approach will enable EPHA to manage activities more effectively, encourage closer cooperation between members and across themes, and better monitor and evaluate our impact.EPHA’s overarching strategic objective remains: “To promote good health and wellbeing, to reduce disease and health inequalities in European policies and programmes”. Priorities selected are as follows:Under Aims 1 and 2 of the 3rdHP and EPHA Strategic Objective “Securing a Governance for Health Approach in Key EU Policies” (HiAP):- Agriculture and Food Policy including Alcohol, Tobacco and NCDs- EU Semester for Health- Healthy Trade Policy- Public Health and Research in the EU BudgetUnder Aims 3 and 4 of the 3rdHP and EPHA Strategic Objective “Strengthen EU Policies to Reduce Health Inequalities and Ensure Universal Access to Sustainable, Inclusive Health Systems”:- Universal and Fair Access to Medicines- Action on Antimicrobial Resistance- Inclusive E- and M-Health- HSPAEach of these areas has operational objectives, milestones, deliverables and impact indicators. The Work Programme 2016 also highlights organisational development objectives, particularly on cooperation with academia, communications and financial sustainability, which are priorities for 2016.
