The proposal concerns the EPF 2017 work programme arising from the three-year framework agreement between EPF and Chafea in the framework of the EU Public Health Programme 2014-2020. EPF’s Work Programme (WP) 2017 is the third annual programme implementing the three-year Framework Partnership Agreement signed in 2014 with Chafea. As such, the 2017 WP builds on and takes forward the outcomes of our WP 2015 and WP 2016. The 2017 WP will contribute specifically to addressing the six strategic goals expressed in our Strategic Plan 2014-2020. (www.eu-patient.eu/whatwedo/ ).
Our 2017 WP addresses the continuum of care with focus on patient-centred chronic disease management, patient empowerment, and equitable access to high quality health and social care. The WP contributes significantly to the objectives of the Third Health Programme, in particular Obj. 3 “supporting public health capacity building and contributing to innovative, efficient and sustainable health systems” and Obj. 4 “facilitating access to better and safer healthcare”.
EPF 2017 WP revolves around four operational objectives:
OBJECTIVE 1 - To promote the development and implementation of policies, strategies and services that foster the empowerment of patients and patient organisations.
OBJECTIVE 2 - To promote the development and implementation of policies, strategies and healthcare services that maximise access and reduce health inequalities across the EU.
OBJECTIVE 3 – To reinforce the capacity of patients and patient organisations to contribute effectively to better health and social care for all patients in the EU, while enhancing their accountability and mutual solidarity.
OBJECTIVE 4 – To actively engage with the wider health stakeholder community and policy makers to advance the patient-centred agenda at both national and European level.

EPHA’s annual work programme for 2017 is based on our multiannual work programme prepared for 2015-2017. EPHA’s activities will continue to be relevant to all four objectives of the 3rd Health Programme. This proposal for the third year of activities builds on those undertaken during 2015 and 2016 and continues implementation of EPHA’s 2016-2020 Strategic Plan. The problem analysis and evidence base presented for the FPA and SGA 2015 remain valid. EPHA's mission, vision and values are enshrined in our Statutes and remain unchanged.

EPHA’s overarching objective for 2016-2020 remains: To promote good health and wellbeing, to reduce disease and health inequalities in European policies and programmes.

In addition to our selected policy campaigns which are now up and running effectively, in 2017 we aim to step up our horizontal public health activities. This is intended to fulfill two objectives: firstly to increase cooperation with the WHO as we have been invited to enter into Official Relations status for 2017-2020. Secondly, we seek to pull our work packages and members together with a compelling, overarching narrative for European public health action.

This is the third year of a 3-year FPA. This year we propose to continue the work described in the FPA, disseminating good health care practices through our SCOPE online training programme, our SCOPE Schools and our SCOPE scholarship scheme. We will continue and expand our information activities using interactive maps and freely downloadable graphics showing obesity prevalence and trends, inequalities, co-morbidities, costs, upstream drivers, national policies and community interventions.

Variations on the original FPA proposals are (i) no further translation of the SCOPE online modules (English, French, Portuguese and Spanish are now available, German is not being requested); (ii) extending the SCOPE scholarship programme to encourage participation by health professionals in lower-income Member States; (iii) increasing the number of freely available downloadable graphics in minority languages to provide at least 30 graphics in each of the 24 working languages of the EU; (iv) increasing the number of community interventions mapped to at least 140 across the region; (v) extending the Atlas and Country Record Cards to provide longer Country Reports for each Member State.
