ENSP is an international non-profit association, created in 1997 under Belgium law (ID 16377/97), which aims to reduce tobacco consumption and develop a common strategy amongst organisations active in smoking prevention and tobacco control throughout Europe, by sharing information and experience, through coordinated activities and projects, by creating synergies among public health advocates thus increasing their capacity to direct their actions more effectively. ENSP acts as the lynchpin for members creating a central, cohesive force for the European tobacco control movement.

Our vision is a future where our fellow Europeans will not suffer ill health and early death caused by tobacco. We want children to be able to grow up without being targeted with messages that seek to lure them into a lifetime of addiction. We want all Europeans to be able to breathe clean air unpolluted by tobacco smoke. We aim to make our continent completely smoke-free by 2040.

As we communicate more freely and cross country borders more frequently, we are aware that our countries do not stand alone: tobacco control is at different stages in all European countries, so ENSP undertakes to use the most effective evidence in policy and practice to work together towards a common goal. Members can use past experience in other countries and adapt such experience to their needs by joining the ENSP network. ENSP members collaborate to agree on a common policy and speak in one voice, thus strengthening the European tobacco control effort and reinforcing European public health messages.

To eliminate the use of tobacco products, ENSP believes that all European countries need to implement comprehensive tobacco control strategies, including high taxes, comprehensive bans on direct and indirect advertising of tobacco, smoking bans in public and workplaces (including the hospitality sector), introduce strong text and pictorial warnings on tobacco packages and move towards standardised packaging.

The objective of the conference is to 1) clarify the HiAP concept and its tools, 2) explore the interlinkages of health goals with the government`s strategic goals, as well as goals with other sectoral policies, 3) explore the linkages between economics and health and wellbeing and 4) define capacity needs for HiAP implementation.

The Europe Day will pursue these objectives in a European context.

Overreaching methodological considerations to reach these aims include:
1) sharing practical experiences from various parts of the globe and various levels of governance
2) giving concrete guidance on the structures, tools and processes of HiAP implementation
3) giving voice to sectors beyond that of health

1) Clarify the HiAP concept and its tools
This will be done mainly by the first and fifth plenary (implementation of HiAP: the concept, mechanisms and processes and social change for health) and the parallel session following these plenaries. The Europe Day will also emphasize guidance on very specific practical policy examples. In the Europe Day the first plenary will pursue this in a European context

2) Explore the interlinkages of health goals with the government`s strategic goals, as well as goals of other sectoral policies
This will be done mainly in plenaries 2 and 3 (policy making and health, and action on closing the health inequity gap) and parallel sessions linked to these. The European day will specially emphasize this in its parallel session, which will be lead by persons from sectors other than health.

3) Explore the linkages between economics and health and wellbeing
The third plenary and the parallel session linked to it will discuss this at least from the following points of view: economic growth, redistribution and health; sustainable development, economics and health; wealth creation and health; economic costs of exclusion, and innovative financing for health.
The Europe Day`s plenary 2 will concentrate on this matter.

4) Define capacity needs for HiAP implementation.
This will be done in particular in the last plenary (building and sustaining capacity for HiAP) and the parallel sessions linked to it.

The core business of CBO BV is to develop, implement and review quality in health care. CBO has taken over the work of the Netherlands Institute for Health Promotion (NIGZ) which focuses on supporting health promotion practice. In CBO 8 health promotion specialists are working in the area of school health, health for vulnerable groups and healthy ageing. CBO NIGZ is active in (action) research, innovation and development of health promotion. CBO NIGZ is a respected partner in many European (research) projects, funded by DG Sanco, DG Employment, Social Affairs and Inclusion and by the FP7 programme. CBO NIGZ is inspired by the Ottawa Chart for Health Promotion, in which health promotion is described as "the process of enabling people to increase control over, and to improve, their health". CBO NIGZ hosts the management of the Schools for Health in Europe (SHE) network.

The SHE network focuses on making school health promotion an integral part of policy development in the health and education sector in EU member states. The network encourages each member country to develop and implement a national policy on school health promotion, building on the experiences within the country, within Europe and globally. A "health promoting school" is a school that implements a structured and systematic plan for the health, well-being and the development of social capital of all pupils and of teaching and non-teaching staff. The whole school environment is viewed as an important area for promotion of health and for learning about health.

The members of the SHE network use a positive concept of health and well-being and acknowledge the UN Convention on the Rights of the Child. They recognize the whole school approach to health and active participation of all members of the school community. Health promoting schools support schools in achieving their educational and social goals. Healthy students learn better, healthy teachers work better. They are active agents in all EU member states for strengthening social capital and health literacy.

ENSP`s vision for the future is to eliminate the suffering of European citizens caused by ill health & early death due to tobacco-related diseases. We want children & young people to be able to grow up without being targets of tobacco industry marketing seeking to lure them into a lifetime of addiction. We want clean air unpolluted by tobacco smoke for all European citizens. ENSP`s strategic goal is to make our continent completely smoke-free by 2040 & our first objective is to work towards full implementation of the FCTC in Europe by 2020.
Given that tobacco control is at different stages in different European countries, ENSP applies the best & most effective evidence in policy & practice to work together towards a shared goal. ENSP members can take advantage of past experience in other countries & adapt such experience to their own needs. ENSP members work together to agree on a common policy & speak together in one voice, thus strengthening the European tobacco control effort & reinforcing European public health messages.

The Health Promotion Competencies and Workforce Development Working Group (CWDG) is a specialised network of IUHPE, comprising experts from 16 EU member States and other 13 international advisors.
The CWDG aims to improve the competency and effectiveness of health promotion at practice, policy and academic levels, both within the EU and globally, recognizing that a competent workforce, with the necessary knowledge, skills and abilities to translate policy, theory and research into effective action is critical to the development of health promotion and the reduction of health inequalities.
To do so, the CWDG builds on the positive outcomes of the European Project CompHP-Developing Competencies and Professional Standards for Health Promotion Capacity Building in Europe, funded by the EU (2009-2012,www.iuhpe.org/?page=614), which has developed, through consensus building with key stakeholders, core competencies, professional standards and an accreditation system for health promotion, now ready to be implemented at the European level.
The CWDG aims to fulfill its mission by advocating for and actively contributing to the implementation of the competency-based standards agreed upon during the CompHP Project, both in the member States already involved and in the EU as a whole.
By building the accreditation system for health promotion practice, education and training in Europe, the CWDG aims also to create a European model for quality assurance of health promotion workforce development, which could serve as best practice worldwide.
The CWDG reflects and contributes to IUHPE`s mission: promote global health and contribute to the achievement of equity in health between and within countries of the world. The IUHPE fulfills its mission by operating an independent, professional network of people and institutions to encourage the free exchange of ideas, knowledge, know-how, experiences, and the development of collaborative projects, working groups and networks, at global and regional levels.
The IUHPE supports and guarantees the financial and technical capacity of the CWDG.
