Against the epidemiogical background and evidence that was described in the FPA2018 – 2021, in 2020, AIDS Action Europe (AAE) will continue the work under the three objectives
1. AAE contributes effectively to the HIV, TB and hepatitis response in Europe
2. AAE provides platforms to communicate and facilitate collaboration, networking, and linking and learning
3. Continuous improvement of network collaboration through governance and internal management.
As a comprehensive NGO network of 421 NGOs, national networks, AIDS service organisations, and community based groups in 47 countries in the WHO European Region, AAE will implement its work programme, i.e. with regard to Objective I, to serve as the secretariat to the EU CSF, to monitor and contribute to policy developments, to coordinate the European HIV Legal Forum, and advocate for CS concerns. Objective 2 comprises improved bilingual communication and exchange, intensified social media communication, dissemination of 3rd health programme information and tools, support of national and regional affordability advocacy efforts and provision of capacity building activities. Eventually, objective III includes ensuring topic-related sub-network cooperation, overall governance by the AAE Steering Committee and implementation, monitoring, evaluation, follow-up and fundraising for the work programme.
Herewith we will continue focusing on the following six core thematic areas identified by our members and partners:
- Community based voluntary counselling and testing
- Affordability of medicines
- Tackling legal barriers in the response to HIV, TB and hepatitis
- Criminalisation of HIV non-disclosure, exposure and transmission
- Sexual and reproductive health and rights
- Tackling stigma and discrimination

Against the epidemiogical background and evidence that was described in the FPA2018 – 2021, in 2020, AIDS Action Europe (AAE) will continue the work under the three objectives
1. AAE contributes effectively to the HIV, TB and hepatitis response in Europe

Herewith we will continue focusing on the following six core thematic areas identified by our members and partners:

- Tackling legal barriers in the response to HIV, TB and hepatitis
- Criminalisation of HIV non-disclosure, exposure and transmission
- Sexual and reproductive health and rights
- Tackling stigma and discrimination

The application for the SGA 2021 is written in times when due to the SARS CoV-2 - Coronavirus the planning of activities for the next year is extremely difficult. AAE will implement the activities planned in the FPA for 2021 as much as possible, taking into consideration risk-mitigation scenarios in case that restrictions entail the adaptation of activities, for instance by conducting meetings online rather than face-to-face or other format changes. There are indications that, even if the Corona-Virus situation is improving, it will have a profound impact on collaboration, communication and content of international work in the field of HIV, viral hepatitis and TB. This application reflects also cross-sectional acivities when the expertise from the HIV, TB and viral hepatitis field for instance in tackling discrimination and stigma, criminalisation or affordability can be transferred to the Coronavirus situation.

AIDS Action Europe (AAE) is a comprehensive NGO network in the field of HIV/AIDS with over 440 network members and partners from all over Europe and Central Asia. It is a unique player with substantial added value for European policy making and programme implementation.The leading principle of AIDS Action Europe’s multiannual Framework Partnership Agreement 2015 – 2017 is continuity and innovation. The programme described in this proposal will follow up on achievements since the start of AAE in 2004 and will extend its agenda with activities aimed at optimising the EU’s response to the HIV/AIDS epidemic and strengthening the AAE network. In the area of policy, AAE will keep its focus on the coordination of the EU Civil Society Forum on HIV/AIDS and on contributing to the EU Think Tank, so that the voices of AAE members and other members of civil society are heard.In the field of linking and learning, AAE will continue investing in its Clearinghouse, as a database for exchanging good practice and sharing information. Website, social media, newsletters and mailings will remain key means to disseminate news and information. AAE strives for innovation and is determined to improve communication, linking and learning, and exchange of good practice: - The Clearinghouse is of great value for AAE members and beyond; it will be re-launched in the coming project period. Its contents will be re-structured to intensify linking and learning. Furthermore, it will be transformed into an interactive platform for information and opinion exchange.- The AAE website will be re-designed in order to improve information distribution troughout the region.- The bilingual communication efforts will be intensified to reach member organisations in Russian speaking countries more effectively.- Consultancies, working groups and project development meetings will provide opportunities to address emerging issues at country, regional and European level and to stimulate European cooperation.

“Stronger together” is the title of this proposal of AIDS Action Europe (AAE), a network of 415 NGOs, national networks, AIDS service organisations, and community based groups in 47 countries in the WHO European Region. The motto reflects the objective of AAE to join efforts, not only within the network but also with other stakeholders and partners in the response to HIV/AIDS, tuberculosis and viral hepatitis. In April 2017, the AAE Steering Committee decided to change its mission statement: The integrative approach, addressing not only HIV/AIDS but also tuberculosis and viral hepatitis as mono-infections, echoes the decision to use synergies and avoid duplications wherever and whenever possible. This applies in particular for key populations who are especially affected by and vulnerable to the three epidemics.
But “Stronger together” also stands for maintaining and improving collaboration and communication between partners in the 3rd Health programme in the field of HIV/AIDS, TB and viral hepatitis as well as for ensuring sustainability of materials and deliverables developed within the programme.
Considering the epidemiological background of the three diseases and AAE’s mission, vision and strategy and after consulting AAE Members and partners, the following six core thematic areas were identified to focus on in the upcoming four years:
- Community based voluntary counselling and testing (CBVCT)
- Affordability and accessibility to medicines
- Tackling legal barriers in the response to HIV, TB and hepatitis
- Criminalisation of HIV non-disclosure, exposure and transmission
- Sexual and reproductive health and rights (SRHR)
- Tackling stigma and discrimination
The three main objectives of the work are
- advocacy to strengthen Civil Society’s response to the three epidemics,
- providing platforms to communicate and facilitate collaboration, networking, and linking and learning
- and continuous improvement of network collaboration.
