EPF’s 2015-2017 Programme has two overarching objectives derived from the strategic goals defined in our 2014-2020 Strategic Plan.1. To strengthen the patient perspective and impact in EU health-related policy, programmes and decision-making through evidence-based, results-oriented advocacy2. To reinforce the capacity of patients and patients’ organisations to contribute effectively to better health and social care and to enhance their accountability and mutual solidarity.These will be achieved through targeted policy, communication, membership, capacity building and partnership activities and deliverables framed around two thematic priorities: patient empowerment and equitable access to quality care, reflecting the EPF Strategic Plan and stringent governance /consultation structure. Emphasis will also be placed on growing EPF’s youth group, the needs of patients from vulnerable groups and non-discrimination on the grounds of health. The WP 2015-17 will reflect the health-related priorities of the EU Institutions and contributes directly to the implementation of the 3rd Public Health Programme Objective 3, supporting public health capacity building and contributing to innovative, efficient, and sustainable health systems; and objective 4, facilitating access to better and safer healthcare. It contributes specifically to the implementation of key EU legislation on -cross-border healthcare, patient safety, pharmacovigilance falsified medicines, clinical trials and medical devices, as well as to the EU’s priorities on eHealth and HTA. Particular focus is given to supporting capacity of patient organisations to get involved in implementation processes at national level and obtaining feedback. We will collaborate closely with health stakeholder allies in the public health arena, mutually supporting relevant dossiers. The WP’s processes, outputs, and impact, measured against our two over-arching objectives and specific indicators will be evaluated on an on-going basis.

EPF’s 2016 Work programme is a continuation of the 2015 work programme and has two overarching objectives derived from the strategic goals in our 2014 – 2020 strategic plan:
1. Strengthening the patient perspective and impact in EU health-related policy, programmes and decision-making through evidence-based, results-oriented patient advocacy;
2. Reinforcing the capacity of patients and patient organisations to contribute effectively to better health and social care for all patients in the EU and enhancing their accountability and mutual solidarity;
The WP will contribute significantly to the objectives of the Third Health Programme, mainly objective 3 “supporting public health capacity building and contributing to innovative, efficient and sustainable health systems” and 4” facilitating access to better and safer healthcare”. It contributes specifically to the implementation of key EU legislation on cross-border healthcare, patient safety and quality of care with a major event in 2016, clinical trials, medical devices, data protection, personalised medicines as well as eHealth and HTA. Patient access will be a major focus of our activities with work on health literacy and discrimination. We will achieve our objectives through targeted policy, communication, membership engagement, capacity building and partnership activities resulting in deliverables set by our two thematic areas of patient empowerment and equitable access to quality care. They are also in line with EPF’s strategic plan and stringent governance/consultation procedures. We will continue to place emphasis on EPF’s Youth Group, the needs of patients from vulnerable groups and non-discrimination on the grounds of health. The Association of European Cancer Leagues (ECL) provides a unique platform as the only organisation with the mission of uniting, at the European level, national and regional cancer leagues to achieve a cancer-free Europe. In coherence with the FPA 2018-2021, this SGA focuses on the core activities to be implemented in 2018 in respect of the following strategic objectives:
1) Informing policy to ensure cancer control remains high on the political agenda;
2) Promoting the European Code Against Cancer (ECAC) as the essential tool for cancer prevention;
3) Supporting leagues in the implementation of the Council Recommendation on Cancer Screening;
4) Uniting leagues to advocate for equal access to treatment, support, and rehabilitation for cancer patients;
5) Advocating for the European Guide for quality improvement in cancer control to be mainstreamed in national cancer plans.
In concrete terms, these objectives will be achieved by: the organisation of a policy dialogue during the European Week against Cancer (EWAC), and development of toolkit to facilitate the roll-out of this format across the EU during EWAC; increasing ECL actions on organised cancer screening by publishing a lay version of the recent EU cancer screening report, and developing training for cancer leagues in this area; promotion of the ECAC by networking cancer leagues, and enhancing the role of the ECL Youth Ambassadors in these efforts; publication of guidelines by the Patient Support Working Group and Access to Medicines Task Force of ECL; and ongoing secretariat function of the successful MEPs against Cancer group of the European Parliament. In addition, ECL will host two trainees from the EU Solidarity Corps, and develop a process to encourage the wider participation of cancer leagues in this initiative.
This proposal has relevance to the annual work programme through its focus on health determinants and health promotion, boosting cancer control, and equitable access to healthcare.

The Association of European Cancer Leagues (ECL) provides a unique platform as the only organisation with the mission of uniting, at the European level, national and regional cancer leagues to achieve a cancer-free Europe. In coherence with the FPA 2018-2021, this SGA focuses on the core activities to be implemented in 2019 in respect of the following strategic objectives:

1) Informing policy to ensure cancer control remains high on the political agenda;
2) Promoting the European Code Against Cancer (ECAC) as the essential tool for cancer prevention;
3) Supporting leagues in the implementation of the Council Recommendation on Cancer Screening;
4) Uniting leagues to advocate for equal access to treatment, support, and rehabilitation for cancer patients;
5) Advocating for the European Guide for quality improvement in cancer control to be mainstreamed in national
cancer plans.

These objectives will be achieved by several actions, including:
- performing a survey of national contact points to update the triennial tobacco control scale;
- securing the re-establishment of the MEPs against Cancer (MAC) group in the next mandate of the European Parliament;
- publishing a policy framework of supportive actions to implement the European Code against Cancer;
- developing a web portal on cancer screening to be hosted on the ECL website (www.cancer.eu);
- drafting and disseminating new guidelines on healthcare professionals communication with patients, and effective use of volunteers by cancer leagues;
- collecting best practice on the implementation of the CanCon guide at the national level.

Objectives Recent outbreaks of vaccine preventable diseases have brought to light important gaps in immunization coverage in Europe. Specific population groups have not had sufficient access to vaccines due to socioeconomic, cultural, geographic or health reasons. Activities The Innovative Immunisation Hubs (‘ImmuHubs’) project will 1) Establish proactive partnerships with citizen groups, public health agencies, key stakeholders and the general public to improve access to vaccination in disadvantaged, isolated, and difficult to reach population groups in 8 European countries, according to best practices for community partnerships. 2) Create innovative immunisation actions, which will increase vaccine uptake across borders, generations and population groups. 3) Develop sustainable solutions for vaccine protection of EU citizens, including during and after the COVID pandemic. Type and number of persons benefiting from the project Cyprus, Greece, Finland, Portugal, Poland, and Serbia, will each be hosting 3 ImmuHubs representing 1) disenfranchised populations 2) isolated/closed communities and 3) ethnic/cross-border populations. Two additional ImmuHubs will engage populations with health risks. A set of digital/analogue tools will be deployed to measure the impact of actions taken. Expected results 10% increase in the uptake of childhood and life-course vaccines >75% accuracy in awareness of the immunisation status 80% accurate understanding of vaccination needs specific to the population group 20% increase in planned consultations with health mediators and professionals 20% increase in intergenerational vaccine communication in the household/family unit Type and number of outputs to be produced The 3-year project will generate 24 deliverables dedicated to: management (4), dissemination activities (4), evaluation and COVID-aspects (4), ImmuHubs (4), health literacy in families/risk groups (4), systematic check-ups/analysis/sustainability (4).
