The European Organisation for Rare Diseases – EURORDIS – represents the voice of an estimated 30 million people living with a rare disease in the EU, and their families. The proposal submitted for Operating Grant FPA 2015-2017 is structured around four main objectives of utmost importance for the European rare disease patients’ community:1. To consolidate the Rare Disease patients’ community and strengthen the RDs patients’ voice;2. To actively engage rare disease patients’ representatives into the effective implementation and monitoring of relevant EU legislation / strategies and support their integration at national level;3. To build capacities and empower rare disease patients advocates, members and volunteers;4. To sustain human, financial and organisational resources. EURORDIS achieves these objectives through the following activities: collecting data as well as gathering, disseminating and sharing information; support capacity-building to empower patients’ advocates; providing patients, families, carers, decision-makers and other stakeholders with relevant expertise to inform policy-making; generating EU added-value and support Member States efforts; promoting translational research towards therapeutic intervention for patients; serving as a relay of two-ways information flow between policy makers and rare disease patient groups; promoting access to high quality and safe healthcare services for rare disease patients throughout the EU. Through these activities, EURORDIS will contribute to the implementation of the priorities of the Third Public Health Programme which are to complement, add value and support national policies and strategies implemented by Member States to improve health, reduce health inequalities, support health capacity-building, generate and disseminate health information, contribute to innovative, efficient and sustainable health systems, support cross border healthcare in order to facilitate access to better and safer healthcare.


The World Obesity Federation is a registered charity based in England with professional member organisations in 21 EU and 5 other European countries. Although our work addresses issues beyond the European Region, in this FPA and SGA, we seek support only for our European-focused activities which are directly relevant to the Community’s 3rd Health Programme.

In this respect our general objectives are (i) to ensure overweight people in Europe receive the best available support for weight management and prevention of comorbid disease, (ii) to reduce obesity prevalence in European populations through prevention strategies, and (iii) to take due account of socio-demographic inequalities in the use of health services and in response to prevention initiatives.

To fulfil these objectives, we offer web-based training for professional obesity treatment and weight management, which will be provided by recognised experts and available to practitioners across the Community’s health services. We also provide data and policy dissemination activities for the development of obesity prevention strategies in the European region.

Our work programme 2015-2017 includes expanding our web-based training programme for health professionals and translating modules into European languages, developing a data portal for adult and child prevalence statistics in the region, and updating and extending our mapping service of European policy and community intervention activities.

These activities are relevant to the 3rd Health Programme’s specific objective 1 for cost-effective disease prevention (especially to identify, disseminate and promote evidence-based and good practices for cost-effective disease prevention and health promotion), and specific objective 3 for building health systems (especially to address shortage of resources, develop cross-border expertise and facilitate innovation in public health interventions and prevention strategies).



OBesity Training And INformation Services for Europe (OBTAINS-E) is a program of work run by the World Obesity Federation (formerly IASO-IOTF). The World Obesity Federation is a registered charity based in the UK with professional membership organisations in 21 EU and 5 other European countries. The Federation undertakes work beyond the European Region, but in this proposal it seeks support only for the European-focused activities which are directly relevant to the Community's 3rd Health Programme. The objectives are (i) to ensure that people in Europe who are overweight can receive the best available support for weight management and prevention of co-morbid disease, (ii) to reduce obesity prevalence in European populations through prevention strategies, and (iii) to take account of socio-demographic inequalities in the use of health services and in response to prevention initiatives.To fulfil these objectives, the Federation offers web-based training for professional obesity treatment and weight management, provided by recognised experts and available to practitioners across the Community's services. The Federation is also a source of data and policy information for the development of prevention strategies in the region.In 2016 the programme of work includes the expansion of the web-based training course, the development of a scholarship programme for lower-income Member States, the development of a suite of downloadable graphics on prevalence and inequalities in English and five other EU languages, updating the interactive maps and developing an Atlas and set of Country Record Cards. These activities support the Community’s 3rd Health Programme, Specific Objective 1 for cost effective disease prevention (including: good practices for disease prevention and health promotion) and Specific Objective 3 for building health systems (including: cross-border expertise and public health interventions and prevention strategies).


Under its leading title of the FPA 2018 - 2021, Stronger Together, AIDS Action Europe (AAE) will implement its work programme in 2018. As a comprehensive NGO network of 415 NGOs, national networks, AIDS service organisations, and community based groups in 47 countries in the WHO European Region, AAE is a unique player with substantial added value for European policy making and programme implementation in the response to HIV/AIDS, TB and hepatitis.
Considering the epidemiological background of the three diseases and after consulting AAE Members and partners, the following six core thematic areas were identified to focus on in the upcoming four years:
Community based voluntary counselling and testing (CBVCT)
Affordability and accessibility to medicines
Tackling legal barriers in the response to HIV, TB and hepatitis
Criminalisation of HIV non-disclosure, exposure and transmission
Sexual and reproductive health and rights (SRHR)
Tackling stigma and discrimination
The three main objectives of the work are
1.AAE contributes effectively to the HIV, TB and hepatitis response in Europe
2.AAE provides platforms to communicate and facilitate collaboration, networking, and linking and learning
3.Continuous improvement of network collaboration through governance and internal management.
Within Objective I, AAE will serve as the secretariat to the EU CSF, monitor and contribute to policy developments, coordinate the European HIV Legal Forum, and advocate for CS concerns. Objective 2 comprises improved bilingual communication and exchange, intensified social media communication, dissemination of 3rd health programme information and tools, support of national and regional affordability advocacy efforts and provision of capacity building activities. Eventually, objective III includes ensuring topic-related sub-network cooperation, overall governance by the AAE Steering Committee and implementation, monitoring, evaluation, follow-up and fundraising for the work programme.


In 2019, AIDS Action Europe (AAE) will continue the work that is described under its leading title of the FPA 2018 - 2021, Stronger Together, and that is based on the achievements of the activities in 2018. imwill implement its work programme in 2018.
