The TB Europe Coalition (TBEC) is an advocacy network that brings together civil society representatives (individuals and organisations) from across the WHO European Region; in order to strengthen the role of civil society within the regional response to tuberculosis (TB), and to increase the political and financial commitment required to effectively control the epidemic in region. TBEC was formed by a group of TB advocates in 2009. They identified a need to capacitate and bring together civil society in order to address two major concerns: high-rates of drug resistance, coupled with low awareness among general populations and policy-makers about this problem. This was especially due to a scarcity of civil society stakeholders working on TB in the region, despite their important role within an effective response, with few capable of advocating for TB at national or regional level. TBEC addresses this by providing a coordinating body that brings together civil society stakeholders across the region, disseminates high-quality information and resources, promotes collaboration and best practice, and aims to build the advocacy capacity of civil society stakeholders working to control TB.


AIDS Action Europe (AAE) is a comprehensive NGO network in the field of HIV/AIDS with over 440 network members and partners from all over Europe and Central Asia. It is a unique player with substantial added value for European policy making and programme implementation.The leading principle of AIDS Action Europe’s multiannual Framework Partnership Agreement 2015 – 2017 is continuity and innovation. The programme described in this proposal will follow up on achievements since the start of AAE in 2004 and will extend its agenda with activities aimed at optimising the EU’s response to the HIV/AIDS epidemic and strengthening the AAE network. In the area of policy, AAE will keep its focus on the coordination of the EU Civil Society Forum on HIV/AIDS and on contributing to the EU Think Tank, so that the voices of AAE members and other members of civil society are heard.In the field of linking and learning, AAE will continue investing in its Clearinghouse, as a database for exchanging good practice and sharing information. Website, social media, newsletters and mailings will remain key means to disseminate news and information. AAE strives for innovation and is determined to improve communication, linking and learning, and exchange of good practice: - The Clearinghouse is of great value for AAE members and beyond; it will be re-launched in the coming project period. Its contents will be re-structured to intensify linking and learning. Furthermore, it will be transformed into an interactive platform for information and opinion exchange.- The AAE website will be re-designed in order to improve information distribution troughout the region.- The bilingual communication efforts will be intensified to reach member organisations in Russian speaking countries more effectively.- Consultancies, working groups and project development meetings will provide opportunities to address emerging issues at country, regional and European level and to stimulate European cooperation.


Tobacco consumption is the single largest avoidable health risk in the EU. Having long acknowledged this threat, the EU was instrumental in designing and achieving consensus on the Framework Convention on Tobacco Control (FCTC). The FCTC entered into force in 2005 and was ratified by the EU and its Member States. The Smoke Free Partnership (SFP) is the leading NGO in the EU advocating for FCTC implementation. Since its creation, SFP spearheaded high-profile campaigns across Europe to introduce effective and evidence-based smoking prevention measures. In 2014, SFP formalised its working partnerships by creating the Smoke Free Partnership Coalition. The overarching strategic goal of this proposal is to improve the health of EU citizens and reduce health inequalities by promoting smoking prevention at EU and Member State level with a special focus on young people. During this three year period, SFP set four strategic objectives: 1. Promote and support smoking prevention at EU and national level through the development of advocacy strategies that deliver specific EU tobacco control policies 2. Promote and support smoking prevention at international, European and national level through the development and implementation of the FCTC, its protocols and guidelines 3. Mobilise and strengthen the capacity of European and national civil society to complement, support and add value to the policies of the EU and of the Member States4. Strengthen SFP’s institutional capacity to enable it to meet its goal and objectivesThis proposal shows how the SFP Coalition will contribute to Objective 1 of the Health Programme as our work directly relates to health promotion, disease prevention and the fostering of supportive environments for healthy lifestyles. The outcomes of this proposal will complement, support and add value to EU and Member State policies which aim to improve the health of EU citizens and reduce health inequalities.


AIDS Action Europe (AAE) will maintain to work in 2016 under its leading motto for the Framework Partnership Agreement, continuity and innovation. As a comprehensive NGO network in the field of HIV/AIDS with over 440 network members and partners from all over Europe and Central Asia, AAE is a unique player with substantial added value for European policy making and programme implementation and will place the following core problem areas in 2016:
AAE will focus on advocacy for a new policy framework beyond 2016 since it is crucial to continue the activities and join efforts of all stakeholders to compile a new policy framework with sustained involvement of Civil Society
Since AAE received a seat at the NGO delegation to the UNAIDS Programme Coordinating Board for the period of 2016-2017, advocacy for European issues at international level will become a focus of AAE’s work.
With gay men and other MSM being the only key population in Europe where there has been a steady increase in the number of new infections, AAE decided to initiate and participate in activities that focus on PrEP as well as modern technologies, such as gay dating apps into prevention efforts and information dissemination.
Based on the findings described in the FPA and on the activities in 2016, AAE will continue its activities within the EHLF to improve access to HIV services for all those who have limited access due to their residency status, to improve affordability of medicines and access to treatment as well as increase VCT outside medical settings.
Tackling stigma and discrimination is a core task for AAE and is reflected as a cross sectional theme in all our activities. AAE will advocate for the rights of key populations and contribute to fairer, inequality reducing societies. To support health innovation and knowledge in the field of HIV and co-infections across the borders is the aim of our communication activities through our Clearinghouse, our website and social media presence.



Within most European populations, smoking prevalence rates differ substantially according to people’s level of education, income or occupation. In European countries, smoking inequalities are generally high, and smoking is the largest single contributor to socio-economic inequalities in mortality. Significant inequalities in smoking are now emerging in all European countries, especially amongst young people. Tobacco products and secondhand smoke (SHS) kill, as documented in over 20 reports (eg: IARC, US Surgeon General). Exposure to SHS causes around 79.000 deaths every year in the EU, including:- Deaths from lung cancer, coronary heart disease, stroke and chronic non-neoplastic respiratory disease; - Deaths in childhood - Significant morbidity, both acute and chronicSpecial Eurobarometer 429/2015 indicates that almost one third of European citizens currently smoke, including cigarettes, cigars and pipes. As smoking is responsible for half the difference in deaths across socio-economic groups, tobacco control has a major role to play in reducing health and social inequalities in Europe.With an increased capacity within its Secretariat, ENSP has the challenging task in 2016 to locally support its network members in the implementation of the TPD 2014/40/EU after its transposition into national laws by the month of May 2016. With activities based on scientific evidence and academic research, including a scientific committee, a new peer reviewed journal and a network of universities involved in tobacco control, ENSP has all the necessary competences and expertise to create a real impact in the de-normalisation of tobacco use in Europe. Remaining the only structured network specifically dedicated to tobacco control at European level, its work highly contributes to the comprehensive coordination of national and international tobacco control initiatives. ENSP 2016 work programme contributes to its wider 3-year strategy.

