EPHA 2015: Protecting and improving public health and well-being in all policies. [EPHA]

EPHA is a leading NGO advocating for better health for everyone living in Europe. Our mission is to bring together the public health community to provide thought leadership and facilitate change; to build public health capacity to deliver equitable solutions to European public health challenges, to improve health and reduce health inequalities. Our key role is to promote health in the European Union at the highest levels of policy making across the European Commission, the European Parliament and the European Council.

80 million people still live in poverty in the EU, and poor living conditions, low income, poor employment conditions and unhealthy diets due to being unable to afford to buy healthy food are all key determinants of health. In addition, many of the key determinants of health lie outside of the control of individual citizens, such as how healthcare systems are managed, how food production in the EU is organized and how trade regulations enable or discourage healthy food choices and how pharmaceutical policies and the cost of medicines are regulated, for example.

EPHA's proposal for an operating grant under a Framework Partnership Agreement covers core operating costs for actions that contribute to the four objectives of the Third Health Programme. EPHA's workplan covers 4 strategic aims: improve overall population health and healthy life years, strengthen European health systems for better patient outcomes and reduced inequalities, and support institutional and policy frameworks that promote health and to strengthen and increase effective public health.

Health in all Policies, prevention-promotion-protection, reducing health inequalities and solidarity are central tenets of EPHA's workplan and are reflected in our approaches to working inter alia on food systems, trade and EU governance. Decreasing health inequalities is a core value that we endeavor to mainstream in all activities. Actions in the 2015 workplan reflect the final year of EPHA’s current strategic plan, and this year will be crucial for setting the 2016 to 2020 strategy.

EPHA Operating Grant Proposal 2016 SGA [EPHA SGA 2016]

The Annual Work Programme for 2016 of EPHA is drawn from the multiannual work programme 2015-2017 and builds on successes to date. EPHA’s activities in 2016 will continue to contribute to all four objectives of the Third Health Programme. EPHA has formally reviewed our Strategic Plan 2011-2015. We undertook a thorough consultation process involving Board members, Staff and the EPHA membership, and an analysis of EPHA’s operating environment, strengths and weaknesses. The EPHA membership formally approved the new Strategic Plan 2016-2020 at the Annual General Assembly on 4th September 2015. The Work Programme for 2016 reflects the revised strategy to define a clearer selection of priorities. This approach will enable EPHA to manage activities more effectively, encourage closer cooperation between members and across themes, and better monitor and evaluate our impact.EPHA’s overarching strategic objective remains: “To promote good health and wellbeing, to reduce disease and health inequalities in European policies and programmes”. Priorities selected are as follows:Under Aims 1 and 2 of the 3rdHP and EPHA Strategic Objective “Securing a Governance for Health Approach in Key EU Policies” (HiAP):- Agriculture and Food Policy including Alcohol, Tobacco and NCDs- EU Semester for Health- Healthy Trade Policy- Public Health and Research in the EU BudgetUnder Aims 3 and 4 of the 3rdHP and EPHA Strategic Objective “Strengthen EU Policies to Reduce Health Inequalities and Ensure Universal Access to Sustainable, Inclusive Health Systems”:- Universal and Fair Access to Medicines- Action on Antimicrobial Resistance- Inclusive E- and M-Health- HSPAEach of these areas has operational objectives, milestones, deliverables and impact indicators. The Work Programme 2016 also highlights organisational development objectives, particularly on cooperation with academia, communications and financial sustainability, which are priorities for 2016.

Proposal for a Specific Grant Agreement 2020 [EPHA 2020 SGA]

EPHA's 2020 SGA work programme will build on the activities implemented in 2018 - 2019 with a view to attaining the objectives outlined in the 2018-2021 FPA in eight thematic priority areas: NCD prevention, access to medicines, antimicrobial resistance, digital health, healthy trade, access to health and care for disadvantaged groups, financing for public health and capacity building / organisational development. Each thematic priority includes its own operational objective for 2020 and is broken down into activities including milestones and 20 deliverables. Process, output and outcome indicators are provided for the corresponding specific objectives.
EPHA and its members will continue creating synergies between these areas to strengthen the evidence base, identify best practices and enable policy dialogue between the EU and national level. The beneficiaries are numerous: policymakers, civil society and the public. EPHA will support EU policymakers to better respond to the real health needs of ordinary people, while national stakeholders will be able to make better use of EU policies to play a more active role in EU policy-making.
The implementation of the Sustainable Development Goals will be a thread running through all areas given that the issues EPHA is working on are multisectoral, involving both health and non-health stakeholders. We will work to ensure that reducing health inequalities will remain a priority in the context of the European Pillar of Social Rights and European Semester implementation.
A special focus will be placed on advocating public health friendly policies among new EU officials following the institutional renewal process, as well as newly elected MEPs who joined the European Parliament in 2019. This will be important for shaping the post-2020 policy and funding frameworks that will determine the level of attention paid to public health in general and to the inclusion of disadvantaged groups, including in the digital realm.
