AIDS Action Europe (AAE) is a comprehensive NGO network in the field of HIV/AIDS with over 440 network members and partners from all over Europe and Central Asia. It is a unique player with substantial added value for European policy making and programme implementation.The leading principle of AIDS Action Europe’s multiannual Framework Partnership Agreement 2015 – 2017 is continuity and innovation. The programme described in this proposal will follow up on achievements since the start of AAE in 2004 and will extend its agenda with activities aimed at optimising the EU’s response to the HIV/AIDS epidemic and strengthening the AAE network. In the area of policy, AAE will keep its focus on the coordination of the EU Civil Society Forum on HIV/AIDS and on contributing to the EU Think Tank, so that the voices of AAE members and other members of civil society are heard.In the field of linking and learning, AAE will continue investing in its Clearinghouse, as a database for exchanging good practice and sharing information. Website, social media, newsletters and mailings will remain key means to disseminate news and information. AAE strives for innovation and is determined to improve communication, linking and learning, and exchange of good practice: - The Clearinghouse is of great value for AAE members and beyond; it will be re-launched in the coming project period. Its contents will be re-structured to intensify linking and learning. Furthermore, it will be transformed into an interactive platform for information and opinion exchange.- The AAE website will be re-designed in order to improve information distribution troughout the region.- The bilingual communication efforts will be intensified to reach member organisations in Russian speaking countries more effectively.- Consultancies, working groups and project development meetings will provide opportunities to address emerging issues at country, regional and European level and to stimulate European cooperation.

AIDS Action Europe (AAE) will maintain to work in 2016 under its leading motto for the Framework Partnership Agreement, continuity and innovation. As a comprehensive NGO network in the field of HIV/AIDS with over 440 network members and partners from all over Europe and Central Asia, AAE is a unique player with substantial added value for European policy making and programme implementation and will place the following core problem areas in 2016:
AAE will focus on advocacy for a new policy framework beyond 2016 since it is crucial to continue the activities and join efforts of all stakeholders to compile a new policy framework with sustained involvement of Civil Society
Since AAE received a seat at the NGO delegation to the UNAIDS Programme Coordinating Board for the period of 2016-2017, advocacy for European issues at international level will become a focus of AAE’s work.
With gay men and other MSM being the only key population in Europe where there has been a steady increase in the number of new infections, AAE decided to initiate and participate in activities that focus on PrEP as well as modern technologies, such as gay dating apps into prevention efforts and information dissemination.
Based on the findings described in the FPA and on the activities in 2016, AAE will continue its activities within the EHLF to improve access to HIV services for all those who have limited access due to their residency status, to improve affordability of medicines and access to treatment as well as increase VCT outside medical settings.
Tackling stigma and discrimination is a core task for AAE and is reflected as a cross sectional theme in all our activities. AAE will advocate for the rights of key populations and contribute to fairer, inequality reducing societies. To support health innovation and knowledge in the field of HIV and co-infections across the borders is the aim of our communication activities through our Clearinghouse, our website and social media presence.

Under its leading motto for the Framework Partnership Agreement, continuity and innovation, AIDS Action Europe (AAE) will maintain to work in 2017. As a comprehensive NGO network in the field of HIV/AIDS with over 400 network members and partners AAE is a unique player with substantial added value for European policy making and programme implementation. Based on the problem analysis and the activities implemented in 2015 and 2016, AAE will focus on tackling following core problem areas in 2017:
Advocacy for a new policy framework
Advocacy for European issues at the international level
Upscaling access to prevention for gay men and other MSM
Improved access to HIV services for all those whose access is limited due to their residency status
Affordability of medicines and access to treatment
Community based voluntary counselling and testing (CBVCT) outside medical settings
and tackling stigma and discrimination
Within Objective I, AAE will ensure that Civil Society’s voices are being heard and key populations’ needs are addressed by organising the EU HIV/AIDS CSF, contributing to the Think Tank, contributing to key European events and participating in the UNAIDS PCB. Furthermore AAE will continue its activities regarding undocumented migrants, affordability of medicines, promoting CBVCT and upscaling access to prevention for gay men and other MSM. Tackling stigma and discrimination is a core task for AAE and is reflected as a cross sectional theme in all our activities. AAE will advocate for the rights of key populations and contribute to fairer, inequality reducing societies. Under Objective II communication and collaboration, facilitate linking and learning between members and partners are at focus with a recently re-launched and re-designed AAE Clearinghouse and website as well as through our social media presence. Objective III will ensure overall governance, the functioning of the network and the implementation of the annual work programme.

Under its leading title of the FPA 2018 - 2021, Stronger Together, AIDS Action Europe (AAE) will implement its work programme in 2018. As a comprehensive NGO network of 415 NGOs, national networks, AIDS service organisations, and community based groups in 47 countries in the WHO European Region, AAE is a unique player with substantial added value for European policy making and programme implementation in the response to HIV/AIDS, TB and hepatitis.
Considering the epidemiological background of the three diseases and after consulting AAE Members and partners, the following six core thematic areas were identified to focus on in the upcoming four years:
Community based voluntary counselling and testing (CBVCT)
Affordability and accessibility to medicines
Tackling legal barriers in the response to HIV, TB and hepatitis
Criminalisation of HIV non-disclosure, exposure and transmission
Sexual and reproductive health and rights (SRHR)
Tackling stigma and discrimination
The three main objectives of the work are
1.AAE contributes effectively to the HIV, TB and hepatitis response in Europe
2.AAE provides platforms to communicate and facilitate collaboration, networking, and linking and learning
3.Continuous improvement of network collaboration through governance and internal management.
Within Objective I, AAE will serve as the secretariat to the EU CSF, monitor and contribute to policy developments, coordinate the European HIV Legal Forum, and advocate for CS concerns. Objective 2 comprises improved bilingual communication and exchange, intensified social media communication, dissemination of 3rd health programme information and tools, support of national and regional affordability advocacy efforts and provision of capacity building activities. Eventually, objective III includes ensuring topic-related sub-network cooperation, overall governance by the AAE Steering Committee and implementation, monitoring, evaluation, follow-up and fundraising for the work programme.

As a comprehensive NGO network of 421 NGOs, national networks, AIDS service organisations, and community based groups in 47 countries in the WHO European Region, AAE is a unique player with substantial added value for European policy making and programme implementation in the response to HIV/AIDS, TB and hepatitis.
The three main objectives of the work are
