Official WHO statistics show that people with intellectual disabilities have a poorer overall health status, have lower educational access, experience barriers in daily life, particularly in access to health care and health education [SEC(2006)410]. Key risk factors for poor health issues have been documented such as no specialized disability training for health professionals, a lack of physical activity, limited access to basic health care services, and an overall lack of understanding on Intellectual Disability by the medical/clinical community.
In summary we can point out that people with intellectual disabilities*:

• have a wide range of chronic and acute health issues and conditions. In many instances, more frequent and severe symptoms than the general population.
• are twice as likely to have significant visual problems and at much younger age.
• are hardly ever engaged in vigorous physical activity and find it difficult to make themselves understood when speaking with health professionals.
• health conditions are may be similar to the general population, the impacts can be greater on those with ID.
• Experience higher mortality rates as a result of higher rates of cardiovascular diseases.

The general objective of SOEEF is to provide year around training and competition as well as well-being and health care initiatives for athletes across the EU 28.Furthermore the goal is to expand the network of trained coaches and health care professionals through training model, seminars and meetings. The ultimate goal is to engage more athlete, families, service providers and further stakeholders into Special Olympics programs to guaranty the growth of sport, well-being and health opportunities throughout the EUan as well as have positive impact on health and well-being of people with ID in general.

OBesity Training And INformation Services for Europe (OBTAINS-E) is a program of work run by the World Obesity Federation (formerly IASO-IOTF). The World Obesity Federation is a registered charity based in the UK with professional membership organisations in 21 EU and 5 other European countries. The Federation undertakes work beyond the European Region, but in this proposal it seeks support only for the European-focused activities which are directly relevant to the Community's 3rd Health Programme. The objectives are (i) to ensure that people in Europe who are overweight can receive the best available support for weight management and prevention of co-morbid disease, (ii) to reduce obesity prevalence in European populations through prevention strategies, and (iii) to take account of socio-demographic inequalities in the use of health services and in response to prevention initiatives.To fulfil these objectives, the Federation offers web-based training for professional obesity treatment and weight management, provided by recognised experts and available to practitioners across the Community's services. The Federation is also a source of data and policy information for the development of prevention strategies in the region.In 2016 the programme of work includes the expansion of the web-based training course, the development of a scholarship programme for lower-income Member States, the development of a suite of downloadable graphics on prevalence and inequalities in English and five other EU languages, updating the interactive maps and developing an Atlas and set of Country Record Cards. These activities support the Community’s 3rd Health Programme, Specific Objective 1 for cost effective disease prevention (including: good practices for disease prevention and health promotion) and Specific Objective 3 for building health systems (including: cross-border expertise and public health interventions and prevention strategies).

The Special Olympics EU Eurasia Foundation (SOEEF) is dedicated to providing critical services to children and adults with intellectual disabilities through ongoing training and competition, physical activities, inclusive sport, social inclusive initiatives and health services in all 28 Member States. The objectives are to offer quality training, competition, health screenings, and ongoing inclusive opportunities to athletes to maximize individual athlete potential, promote health and a healthy lifestyle both in sport and daily life, whilst reducing health inequalities and improving access to quality health services for people with intellectual disabilities.

Special Olympics EU Eurasia and its partner national programs provides its service to almost half a million individuals with intellectual disabilities across the EU driven mainly by volunteers.
The Healthy Athletes (HA) program provides access to health care for SO Athletes not only to improve their ability to improve health and fitness levels or to train and compete in SO events, but also to identify health care needs and to improve quality of health care for people with intellectual disabilities. The integrated health and physical activity action plan improves public health and reduces health inequalities of people with intellectual disabilities.

This is the third year of a 3-year FPA. This year we propose to continue the work described in the FPA, disseminating good health care practices through our SCOPE online training programme, our SCOPE Schools and our SCOPE scholarship scheme. We will continue and expand our information activities using interactive maps and freely downloadable graphics showing obesity prevalence and trends, inequalities, co-morbidities, costs, upstream drivers, national policies and community interventions.

Variations on the original FPA proposals are (i) no further translation of the SCOPE online modules (English, French, Portuguese and Spanish are now available, German is not being requested); (ii) extending the SCOPE scholarship programme to encourage participation by health professionals in lower-income Member States; (iii) increasing the number of freely available downloadable graphics in minority languages to provide at least 30 graphics in each of the 24 working languages of the EU; (iv) increasing the number of community interventions mapped to at least 140 across the region; (v) extending the Atlas and Country Record Cards to provide longer Country Reports for each Member State.

• To measure and analyse the impact of food marketing to children and young people: The project will build on earlier surveys and interlink with current research activities. The project will have a special focus on the marketing of foods high in fat, sugar and salt. It will explore regulatory frameworks, the extent and nature of food marketing to children in various media and settings and overall trends in marketing strategies;
• To determine and consider policy options aimed at addressing obesity in children: The project will review policy options, such as legislation versus self regulation, compensatory actions, including media literacy, marketing of alternative ‘healthier` products and physical activity, including implementation of action plans on enhancing physical activity among children and young people (to be finalised under European Heart Health Initiative III);
• To complement activities and approaches at national level and stimulate concerted action: The project will draw up a proposal for a programme on pan-European action addressing childhood obesity.
