The ENHPS was tripartite initiative, involving the Council of Europe (CE), the European Commission (EC) and the WHO Regional Office for Europe (WHO), in a collaborative action throughout the last 10 years. The programme operated in 44 countries. The main aim of the programme was to establish strategic and sustainable health promoting school approaches in member states. Experience had shown that a systematic process of planning and implementation of the programme, with technical and political support, were the key components of success. Main barriers were lack of appropriate national technical management, professional leadership and political commitment.

Through an evidence-based expert conference as the priority health component of the Irish Presidency in 2004, to:- Recommend appropriate lifestyle and health behaviours to promote and maintain cardiovascular health, to include diet and physical activity,- Agree quantitative risk factor targets for the primary and secondary prevention of cardiovascular disease to include smoking, raised blood cholesterol and blood pressure,- Recommend multisectoral collaboration to create EU-wide environments to promote and support cardiovascular health, Provide comprehensive Guidance to Member States on health promotion actions and clinical practice to achieve the recommended lifestyle and risk factor targets, and - widely disseminate the recommendations and targets and the outcomes from the conference.

In the context of the EU enlargement and the emerging health challenges, the DAFNE V project aims at establishing in EU Accession Countries (AC) a nutrition monitoring system, based on compatible and comparable between countries dietary data. This nutrition monitoring system contribution: - Increasing the understanding of dietary habits and of the socio-economic factors shaping them, in countries where such data are limited or non-existent. These data are essential in supporting national efforts for improving the nutrition of the population. - Integrating regularly updated food and related data into a cost-effective databank, which serves as a source of comparable between countries nutrition indicators - Providing data to tackle inequalities in health that stem from socio-economic disparities in the dietary choices of the populations - Following up changes of food availability in AC, during recent years - Identifying health challenges the AC may face - Enlarging the already operating DAFNE food databank of 13 EU MS, Hungary, Poland and Norway; strengthening thus the capacity to plan and assess nutrition strategies and interventions within the enlarged EU.
