      OPSYS is the new IT system for the effective and efficient management of the entire EU external relations portfolio of projects and programmes. It is a large scale business transformation that encompasses DG DEVO, DG NEAR and FPI. OPSYS is gradually introduced between 2018 and 2021 and will ultimately cover the entire project cycle, from programming via contracts to evaluation and audit.

        From 1 September 2023 onwards, EOM Contractors need to use the OPSYS ecosystem to implement the framework contract across all stages of implementation.

            Public procurement can be used as a strategic economic development tool. Indeed, procurement is not only a business process but also a policy tool for local enterprise development and job creation. The training consists of concise packages (90 minutes each) to understand the basics of public procurement in general (particularly procurement systems as policy tool) and responses to emergencies (like the COVID-19) in particular.
